WebAnywhere is a web based screen reader. Here is its homepage: http://webanywhere.cs.washington.edu/
We are making it to support Chinese.

Here is a demo page for Cantonese: http://e-guidedog.sourceforge.net/wa/. (Only pages from eguidedog.sourceforce.net can be access in this demo. And this demo isn't using a real TTS server. You will find that texts are read character by character instead sentence by sentence. The effect can be improved if a real TTS server is using.)
We are also seeking for server (either Linux or Windows) to host this software. Please contact us if you can provide help. Volunteers, who are skill in PHP/Javascript, are welcomed to join in this project too.
